While Sens. Lindsey Graham and Jim DeMint praise Gov. Nikki Haley for turning down the insurance exchanges and the Medicaid expansion that come with the Affordable Care Act, I want to make a different case:
It no longer matters what her motivation is, whether it is political or driven by real policy concerns. What matters is if her plan makes the health care system in South Carolina better over the next few years. If it doesn't improve, she should be judged harshly. I will explain in a column that will be posted later today and published tomorrow.
