Yes, I think this is useless and just another attempt to put upon the poor.
The proposal includes those in bankruptcy. Maybe poor people shouldn't be buying lottery tickets - but those same legislators are the ones who creeated it knowing that mostly poor people play the lottery, or spend the most money on the lottery because it is tempting to those on the margins.
