Looks like there may be a full-court press on in the legislature against Horry County's flow control ordinance. Two bills were filed this week (one in the House and one in the Senate) that would end the policy that keeps Horry County trash going only to Horry County's landfill.
But that's not all. Rep. Liston Barfield, R-Aynor, who's a co-signer of the House bill to end flow control, also filed a bill Thursday that would limit the ability of the Solid Waste Authority to lobby on behalf of the policy. Barfield's bill would require boards of authorities or quasi-governmental agencies that are appointed by a local governing body to get permission from that local governing body before spending any money on lobbying. In other words, the SWA board would have to have Horry County Council to sign off on any lobbying expenses beforehand.
How significant is this? The SWA spent more than $75,000 on lobbying last year, landing it in The Nerve's list of top 25 spenders in the state (at No. 21). Looks like Barfield may be trying to take their legs out before the fight begins. Of course, first his bill has to pass...
