Voter flow steady in Pawleys Island

"When we opened the door at 7 o'clock, there must have been at least 10 people out there," said Waccamaw Neck Library poll worker Phyllis Bieger.

Bieger's fellow Pawleys Island poll workers said they were delighted with the consistent crowd of voters. They estimated their turnout to be around 100 voters shortly before 10 a.m.

"We've had lots of people filling out change of address forms," said poll manager Rita Smith. "It's good to catch that before November."

Smith said poll workers ensured that voters were aware which primary election they were voting in to avoid confusion.

"We want them to know before they get over there," she said, pointing to the small bank of electronic voting machines.

"For the most part, it's been smooth. Thank God for small miracles!"

City councilman stands in for Giuliani at GOP rally

A Myrtle Beach city councilman will join the fray of stand-ins representing Republican presidential candidates at tonight's GOP rally, he said.

Randal Wallace will stump for former New York Mayor Rudy Giuliani, the councilman said. Wallace was among the organizers of several Giuliani events in the area, before the mayor recently pulled his South Carolina staff to concentrate on other states.

The rally is at 7 p.m. at Litchfield Beach and Golf Resort's Tara Theater in Pawleys Island. All tickets have been sold.

James Woolsey, former Director of Central Intelligence and head of the Central Intelligence Agency, will represent U.S. Senator John McCain. Chris Panos, a member Rep. Ron Paul's local campaign, will represent the Texas congressman.

Former Arkansas Gov. Mike Huckabee, former Massachusetts Gov. Mitt Romney and former Tennessee Sen. Fred Thompson will all also be sending surrogate speakers, party officials said, but their identities have not been released.

Swatzel swats at Vida Miller

Citing a Washington Post article that ran last month, Georgetown County Republican Party Chairman Tom Swatzel said state Rep. Vida Miller should return "tainted" money given to  her by a political action committee controlled by presidential candidate Sen. Joe Biden.

"I urge Rep. Miller to return Joe Biden's tainted money as soon as possible," he said in a statement.

The Post reported that Miller, D-Pawley's Island, had received money from a PAC controlled by Biden, D-Del., before she endorsed him.

The article said:

While it's not unusual for members of Congress to distribute money to state legislators, the difference for Biden is that his contributions continued after he formally announced his bid for the White House. Michael Toner, a former Federal Election Commission chairman who in 2003 wrote the regulation governing how politicians can use their leadership committees, said it is "very dangerous to be operating a leadership PAC while simultaneously running for president." Toner is now counsel to GOP candidate Fred Thompson.

Rasky, Biden's spokesman, noted that the FEC rules do not specifically address donations to local officials.

Romney event bumped back

Mitt Romney has chosen a more logical time to have pancakes in Myrtle Beach.

Instead of coming to town for a 3:45 p.m. event at the Applewood House of Pancakes in Litchfield, the Republican presidential hopeful has bumped up the event to 8:30 a.m. and it's been moved back to mid-October, his campaign said.

Romney, the former governor of Massachusetts, needed more personal days in his schedule, a campaign spokesman, William Holley, said in an e-mail. So the event was rescheduled.

His most recent stop in the area was in August. Romney held an "Ask Mitt Anything" event in Myrtle Beach.

That visit was in the midst of the breaking Larry Craig scandal, though he only received one question on that from the roughly 100 people in attendance.

What: Mitt Romney holds an "Ask Mitt Anything" forum
Where: Applewood House of Pancakes, 14361 U.S. 17, Pawleys Island
When: 8:15 a.m. Oct. 18

Water bill glides through Senate

A bill that could bring more than $56 million in stormwater and beach renourishment projects to the Grand Strand passed the U.S. Senate on Monday and is now headed to the president's desk.

President Bush warned lawmakers he would veto the bill, called the Water Resources Development Act. It contains a $23 billion list of projects for the Army Corps of Engineers.

Thanks, however, to the overwhelming Congressional approvals - the Senate passed it 81-12 and the House passed it 381-40 - the veto could easily be overridden.

Still, that does not guarantee that the Grand Strand will see any money - that would be too easy. The bill merely approves the list of projects for the Corps and their estimated cost. Congress has to separately agree to fund the projects. This is a first step.
